Why did the Madrid City Council choose the offer of 15 million euros for sanitary material from commission agents Luis Medina and Alberto Luceño? That is the question that still has no answer. And it also indicates that he also provides all the offers that came through other means: WhatsApp, Telegram or even verbally that appear as registered. He has also asked that all the proposals received in his mail be provided by the high-ranking official of the City Council who gave the green light to these contracts, Elena Collado, who attended the case as a witness. Against this resolution, the Consistory can file an appeal in the next three days. For now, keep quiet.
“What made the commissioners’ offer the best? They have not answered this yet and their only response was not to remember, ”explains Miguel Montejo, councilor for Más Madrid, by phone. “Here they have not explained anything. They told us there were hundreds and hundreds of offers, but we haven’t seen them. We want to see them all.” The court’s decision comes five days after the testimony of Matilde García Duarte, the current general director of the Almeida mayor’s office. Duarte was precisely the one who provided a generic email address to Carlos Martínez-Almeida, cousin of the mayor, and to whom the brother of the Duke of Feria, Luis Medina, had gone to try to contact the City Council. According to municipal sources, García Duarte corroborated this information in her statement, where she stressed that she provided this email to Almeida’s cousin, whom she had known for 16 years. However, she told her, she did not inform the mayor of that conversation.
The second millionaire scam
After two months of judicial investigation, the investigation continues to tighten the siege on commission agents Luceño and Medina, but has moved away the possible demand for criminal liability from the City Council. The public ministry rules out that there are involved beyond the two commission agents, to whom it accuses crimes of aggravated fraud, money laundering and documentary falsification -the brother of the Duke of Feria also attributes the raising of assets-.
The Superior Court of Justice of Madrid reopened on Monday the second millionaire scam to the City Council of the capital for the purchase of 500,000 FPP2 masks through an alleged consultant called Sinclair and Wilde, which was paid at least 1.25 million euros by Bank transfer. The Investigating Court number 30 ordered the reopening of the case after receiving a report on April 12 indicating that the main suspect, Philippe H. Solomon, has his residence in England. Municipal sources assure that once they have been notified of the reopening they will appear in the case.
